8-1-7: MINIMUM REQUIREMENTS:
When interpreting and applying the regulations of this Title, all regulations are minimum requirements, unless stated otherwise. Proposed uses shall comply with all applicable regulations and standards unless specifically exempt elsewhere in this Title.
