8-9-3: PLANNING AND ZONING COMMISSION:
A. The Commission has jurisdiction and authority to:
1. Provide for citizen meetings, hearings, surveys, or other methods to obtain advice on the planning process, comprehensive plan, and implementation;
2. Conduct informational meetings and consult with public officials and agencies, public utility companies, and civic, educational, professional, or other organizations;
3. Promote a public interest in and understanding of the Commission's activities;
4. Make recommendations to the Board concerning the comprehensive plan, planning process, or implementation of the comprehensive plan;
5. Enter upon any property (with the consent of the owner) to:
a. Make examinations and surveys; and
b. Place and maintain necessary monuments and marks; and
6. Hear applications under the authority of the Hearings Examiner (see Section 8-9-9) if a Hearings Examiner is not appointed by the Board.
7. The Commission shall hear final plats subject to its review authority at an open meeting.
B. The Commission has the authority to act on the following applications, all of which require transmittals to agencies, notice to the public, and a public hearing before the Commission:
1. Conditional use.
2. Joint applications that require noticing and/or a public hearing as shown in Table 8-6-2-1.
C. The Commission has the authority to make a recommendation to the Board on the following applications or petitions, all of which shall require transmittals to agencies and cities, notice to the public, and a public hearing before the Commission:
1. Amendment to the comprehensive plan (text or map).
2. Amendment to the zoning ordinance (text or map).
3. Joint applications that require noticing and/or a public hearing as shown in Table 8-6-2-1.
4. Planned community implementation plan.
5. Subdivision: preliminary plat.
