8-4-39: MANUFACTURING, HEAVY:

8-4-39: MANUFACTURING, HEAVY:
   A.   Applicability: This Section applies to any heavy manufacture or processing for manufacture.
   B.   Standards:
      1.   All structures shall be located a minimum of three-hundred-feet (300') from any property line. The use shall be located a minimum of one thousand feet (1,000') from any residential district or approved medical care facility property.
      2.   All hazardous chemicals or gases shall be stored and/or used within an enclosed structure.
         a.   The facility shall be enclosed by a minimum eight-foot (8') high security fence or wall. Entrance and exit shall be through a gate that shall be locked during nonbusiness hours (see Section 8-3-6).
      3.   The application materials shall include written documentation from the appropriate fire authority approving the proposed location and plan specifications of the facilities.
      4.   The application materials shall include maps and engineering drawings showing proposed drainage, proposed sewer system design, the depth of the water table, soil composition, all existing surface water, and all existing uses within one-fourth (1/4) mile of the property.
      5.   Evidence shall be provided that in the event there are dangerous characteristics of the particular process or activity in question have been, or shall be, eliminated or minimized sufficiently so as not to create a public nuisance or be detrimental to the public health, safety, or welfare.
      6.   The use shall comply with the flood hazard overlay district as set forth in this Title.
   C.   Nuisance:
      1.   The following adverse effects shall be mitigated through setbacks, buffers, sound attenuation and/or hours of operation:
         a.   Noise, odor, or vibrations; or direct or reflected glare detectable by the human senses without the aid of instruments.
         b.   Any other emission or radiation that endangers human health, results in damages to vegetation or property, or which exceed health and safety standards.
      2.   The application materials shall include a written statement that the proposed facility meets any applicable federal, state, or local standards regarding such use.
