8-4-32: HEAVY TRUCK WASH FACILITY:

8-4-32: HEAVY TRUCK WASH FACILITY:
   A.   The use shall be conducted pursuant to State of Idaho Code, Title 22, Chapter 1 "Rules Governing Commercial Livestock Truck Washing Facilities (CLTWF)." The facility will be operated under the auspices of a valid CLTWF permit issued by the Director of the Idaho State Department of Agriculture. Written approval from the Idaho State Department of Agriculture along with the associated application materials must be provided at the time of application.
   B.   All structures or outdoor storage areas shall be located a minimum of one hundred feet (100') from any property line abutting other property. All structures and outdoor storage areas shall be depicted on the master site plan. In addition, the use shall be located a minimum of one thousand feet (1,000') from any hospital.
   C.   Zoning Inspection: For the duration of the approval, the use shall be subject to zoning inspection upon advanced notice and request by the Ada County Development Services Department. If a permit holder refuses to allow inspection of the premises by the Development Services Department, the approved zoning certificate or conditional use permit may be revoked.
   D.   Outdoor Storage Area: Outdoor storage areas shall comply with the specific use standards in this Chapter.
   E.   Vehicle stacking lanes shall be available on the property but outside the truck washing facility entrance. Stacking lanes shall have sufficient capacity to prevent obstruction of the public right of way by patrons. Such stacking lanes shall be separate from areas required for access and parking. The stacking lanes shall not be located within one hundred feet (100') from another property line.
   F.   If wastewater is being treated or being land applied, it shall comply with standards required by the Department of Environmental Quality.
   G.   A Nutrient Management Plan (NMP) conforming to a nutrient management standard is required.
   H.   The application shall include a Sediment and Mud Track Out Prevention Plan explaining how the project will prevent mud, silt, and other debris from being tracked out on the roadway.
