regionally adoptable standard for the safe installation of electrical wiring and equipment in the United States. It is part of the National Fire Code series published by the National Fire Protection Association (NFPA), a private trade association. Despite the use of the term "national," it is not a federal law. It is typically adopted by states and municipalities in an effort to standardize their enforcement of safe electrical practices. In some cases, the NEC is amended, altered and may even be rejected in lieu of regional regulations as voted on by local governing bodies. The "authority having jurisdiction" inspects for compliance with the standards. The NEC should not be confused with the National Electrical Safety Code (NESC), published by the Institute of Electrical and Electronics Engineers (IEEE).

Background The NEC is developed by NFPA's Committee on the National Electrical Code, which consists of twenty code-making panels and a technical correlating committee. Work on the NEC is sponsored by the National Fire Protection Association. The NEC is approved as an American national standard by the American National Standards Institute (ANSI). It is formally identified as ANSI/NFPA 70. First published in 1897, the NEC is updated and published every three years, with the 2023 edition being the most current. Most states adopt the most recent edition within a few of years of its publication. As with any "uniform" code, jurisdictions may regularly omit or modify some sections, or add their own requirements (sometimes based upon earlier versions of the NEC, or locally accepted practices). However, no court has faulted anyone for using the latest version of the NEC, even when the local code was not updated. In the United States, anyone, including the city issuing building permits, may face a civil liability lawsuit for negligently creating a situation that results in loss of life or property. Those who fail to adhere to well known best practices for safety have been held negligent. This liability and the desire to protect residents has motivated cities to adopt and enforce building codes that specify standards and practices for electrical systems (as well as other departments such as water and fuel-gas systems). That creates a system whereby a city can best avoid lawsuits by adopting a single standard set of building code laws. This has led to the NEC becoming the de facto standard set of electrical requirements. A licensed electrician will have spent years of apprenticeship studying and practicing the NEC requirements prior to obtaining their license. The Deactivation and Decommissioning (D&D) customized extension of the electrical code standard defined by National Electrical Code was developed since current engineering standards and code requirements do not adequately address the unique situations arising during D&D activities at U.S. Department of Energy (DOE) facilities. The additional guidance is needed to clarify the current electrical code for these situations.

Many NEC requirements refer to "listed" or "labeled" devices and appliances, and this means that the item has been designed, manufactured, tested or inspected, and marked in accordance with requirements of the listing agency. To be listed, the device must meet testing and other requirements set by a listing agency such as Underwriters Laboratories (UL), SGS North America, Intertek (Formerly ETL), Canadian Standards Association (CSA), or FM Approvals (FM). These are examples of "national recognized testing laboratories" (NRTL) approved by the U.S. Department of Labor's Occupational Safety and Health Administration (OSHA) under the requirements of 29 CFR 1910.7. Only a listed device can carry the listing brand (or "mark") of the listing agency. Upon payment of an investigation fee to determine suitability, an investigation is started. To be labeled as fit for a particular purpose (for example "wet locations", "domestic range") a device must be tested for that specific use by the listing agency and then the appropriate label applied to the device. A fee is paid to the listing agency for each item so labeled, that is, for each label. Most NRTLs will also require that the manufacturer's facilities and processes be inspected as evidence that a product will be manufactured reliably and with the same qualities as the sample or samples submitted for evaluation. An NRTL may also conduct periodic sample testing of off-the-shelf products to confirm that safety design criteria are being upheld during production. Because of the reputation of these listing agencies, the "authority having jurisdiction" ( or "AHJ" – as they are commonly known) usually will quickly accept any device, appliance, or piece of equipment having such a label, provided that an end user or installer uses the product in accordance with manufacturer's instructions and the limitations of the listing standard. However, an AHJ, under the National Electrical Code provisions, has the authority to deny approval for even listed and labeled products.

Intrusion-alarm systems are combined with closed-circuit television surveillance (CCTV) systems to record intruders' activities and interface to access control systems for electrically locked doors. There are many types of security systems. Homeowners typically have small, self-contained noisemakers. These devices can also be complicated, multirole systems with computer monitoring and control.

Alarm response In the United States, police respond to at least 36 million alarm activations each year, at an estimated annual cost of $1.8 billion. Depending upon the zone triggered, number and sequence of zones, time of day, and other factors, the alarm monitoring center may automatically initiate various actions. Central station operators might be instructed to call emergency services immediately, or to first call the protected premises or property manager to try to determine if the alarm is genuine. Operators could also start calling a list of phone numbers provided by the customer to contact someone to go check on the protected premises. Some zones may trigger a call to the local heating oil company to check on the system, or a call to the owner with details of which room may be flooded. Some alarm systems are tied to video surveillance systems so that current video of the intrusion area can be instantly displayed on a remote monitor and recorded. Some alarm systems use real-time audio and video monitoring technology to verify the legitimacy of an alarm. In some municipalities around the United States, this type of alarm verification allows the property it is protecting to be placed on a "verified response" list, allowing for quicker and safer police responses. Access control and bypass codes To be useful, an intrusion alarm system is deactivated or reconfigured when authorized personnel are present. Authorization may be indicated in any number of ways, often with keys or codes used at the control panel or a remote panel near an entry. High-security alarms may require multiple codes, or a fingerprint, badge, hand-geometry, retinal scan, encrypted-response generator, and other means that are deemed sufficiently secure for the purpose. Failed authorizations would result in an alarm or a timed lockout to prevent experimenting with possible codes. Some systems can be configured to permit deactivation of individual sensors or groups. Others can also be programmed to bypass or ignore individual sensors and leave the remainder of the system armed. This feature is useful for permitting a single door to be opened and closed before the alarm is armed, or to permit a person to leave, but not return. High-end systems allow multiple access codes, and may only permit them to be used once, or on particular days, or only in combination with other users' codes (i.e., escorted). In any case, a remote monitoring center should arrange an oral code to be provided by an authorized person in case of false alarms, so the monitoring center can be assured that a further alarm response is unnecessary. As with access codes, there can also be a hierarchy of oral codes, for example, for furnace repairperson to enter the kitchen and basement sensor areas but not the silver vault in the pantry. There are also systems that permit a duress code to be entered and silence the local alarm, but still trigger the remote alarm to summon the police to a robbery. Fire sensors can be isolated, meaning that when triggered, they will not trigger the main alarm network. This is important when smoke and heat is intentionally produced.

History Settling the region The tribes that roamed the area, specifically, were the Northern Paiute and Shoshone. 2000 census As of the 2000 census, there were 131,441 people, 45,018 households and 33,943 families living in the county. The population density was 223 people per square mile (86 people/km2). There were 47,965 housing units at an average density of 81 units per square mile (31 units/km2). The racial makeup of the county was 83.10% White, 0.32% Black or African American, 0.85% Native American, 0.80% Asian, 0.13% Pacific Islander, 12.17% from other races, and 2.62% from two or more races. Hispanic or Latino of any race were 18.61% of the population. 15.9% were of German, 12.7% English, 10.3% American and 7.6% Irish ancestry. There were 45,018 households, of which 39.80% had children under the age of 18 living with them, 60.70% were married couples living together, 10.10% had a female householder with no husband present, and 24.60% were non-families. 19.80% of all households were made up of individuals, and 8.40% had someone living alone who was 65 years of age or older. The average household size was 2.85 and the average family size was 3.28. 30.90% of the population were under the age of 18, 10.70% from 18 to 24, 28.30% from 25 to 44, 19.10% from 45 to 64, and 11.00% who were 65 years of age or older. The median age was 30 years. For every 100 females, there were 98.70 males. For every 100 females age 18 and over, there were 96.30 males. The median household income was $35,884 and the median family income was $40,377. Males had a median income of $29,418 compared with $22,044 for females. The per capita income for the county was $15,155. About 8.70% of families and 12.00% of the population were below the poverty line, including 14.50% of those under age 18 and 10.70% of those age 65 or over. Irrigation (1890– ) Early settlers arriving in the area came with no knowledge of gravity flow irrigation. Their previous homes were in areas where rain provided the needed moisture to raise crops. Irrigation soon became a necessity, since having a water source was a requirement for receiving the patent for the land from the U.S. Land Office. Irrigation districts, such as the Nampa-Meridian and Settlers irrigation districts, continue to serve the immediate Meridian area. The town was established in 1891 on the Onweiler farm north of the present site and was called Hunter. Two years later an I.O.O.F. lodge was organized and called itself Meridian because it was located on the Boise Meridian, and the town was renamed. The Settlers' Irrigation Ditch, 1892, changed the arid region into a productive farming community which was incorporated in 1902. Village (1903–41) The original Meridian town site was filed in 1893 on homestead grant land belonging to Eliza Ann Zenger. Her husband, Christian, filed the plat with county officials and called it Meridian. The early settlers, many of whom were relatives, left their homes in Missouri to go west, either by wagon, train, or immigrant railroad car, bringing their lodge and church preferences with them. They established local institutions soon after arriving and filed for homestead lands. Meridian was incorporated in 1903. Around the start of the 20th century, settlers established fruit orchards and built fruit packing businesses and prune dryers along the railroad tracks. Local orchards produced many varieties of apples and Italian prunes. Production continued through the mid-1940s when it was no longer profitable and the businesses closed.

Rail transportation (1908–28) Following the raising of $4,000 to lay the Interurban rail line from Onweiler (Meridian and Ustick Roads), the tracks were completed into the village center. Turning east on Broadway and ending at East Second, the last car would spend the night in Meridian before returning to Boise early the next morning with passengers and freight. The interurban Station and Generator building (west one-third of the old library at Meridian and Idaho Streets) was built in 1912, and the line continued on to Nampa via Meridian. The tracks down Broadway were not used after 1912. The Interurban Company entered into receivership and closed in 1928 after 20 years of providing continuous transportation to neighboring towns. It was Meridian's main connection to the area outside the local community. The Union Pacific Railroad spur opened in 1900 and is currently operated by the Boise Valley Railroad.
