Most runoff is conveyed directly as surface water to nearby streams, rivers or other large water bodies (wetlands, lakes and oceans) without treatment. In the United States, the Environmental Protection Agency (EPA) is charged with regulating stormwater pursuant to the Clean Water Act (CWA). The goal of the CWA is to restore all "Waters of the United States" to their "fishable" and "swimmable" conditions. Point source discharges, which originate mostly from municipal wastewater (sewage) and industrial wastewater discharges, have been regulated since enactment of the CWA in 1972. Pollutant loadings from these sources are tightly controlled through the issuance of National Pollution Discharge Elimination System (NPDES) permits. Many of the new towns created after World War II in Japan, Sweden, and France have many of the characteristics of TOD communities. In England and Wales, other than in the 12 Inner London boroughs and the City of London, public rights of way are paths on which the public have a legally protected right to pass and re-pass. The law in England and Wales differs from that in Scotland in that rights of way only exist where they are so designated (or are able to be designated if not already) whereas in Scotland any route that meets certain conditions is defined as a right of way, and in addition there is a general presumption of access to the countryside. Scotland In Scotland, a right of way is a route over which the public has been able to pass unhindered for at least 20 years. The route must link two "public places", such as villages, churches or roads. Unlike in England and Wales there is no obligation on Scottish local authorities to signpost rights of way. However the charity Scotways, formed in 1845 to protect rights of way, records and signs the routes. The Land Reform (Scotland) Act 2003 codified in law traditional, non-motorised, access practices on land and water. Under the 2003 act a plain language explanation of rights is published by Scottish Natural Heritage: the Scottish Outdoor Access Code. Certain categories of land are excluded from this presumption of open access, such as railway land, airfields and private gardens. Section 4 of the access code explains how land managers are permitted to request the public to avoid certain areas for a limited period in order to undertake management tasks, however longer term restrictions must be approved by the local authority. Australia The history of EIA in Australia could be linked to the enactment of the U.S. National Environment Policy Act (NEPA) in 1970, which made the preparation of environmental impact statements a requirement. In Australia, one might say that the EIA procedures were introduced at a State Level prior to that of the Commonwealth (Federal), with a majority of the states having divergent views to the Commonwealth. One of the pioneering states was New South Wales, whose State Pollution Control Commission issued EIA guidelines in 1974. At a Commonwealth (i.e. Federal) level, this was followed by passing of the Environment Protection (Impact of Proposals) Act 1974 (Cth) in 1974. The Environment Protection and Biodiversity Conservation Act 1999 (Cth) (EPBC Act) superseded the Environment Protection (Impact of Proposals) Act 1974 (Cth) and is the current central piece for EIA in Australia on a Commonwealth (i.e. Federal) level. An important point to note is that this federal legislation does not override the validity of the States or Territories environmental and development assessments and approvals; rather the EPBC Act runs as a parallel to the State/Territory Systems.

The final discretion on the decision remains of the minister, which is not solely based on matters of national environmental significance but also on the consideration of social and economic impact of the project. The Australian Government Minister for the Environment and Energy cannot intervene in a proposal if it has no significant impact on one of the eight matters of national environmental significance, regardless of any other undesirable environmental impacts. This is primarily due to the division of powers between the states and the Federal government, and the Australian Government environment minister not being able to overturn a state decision. At the same time, native warriors around the valley, under the leadership of Howluck also known as "Bigfoot" among white settlers, among others, waged an escalating and intensified guerrilla campaign of harassment of passerby caravans along the Oregon Trail. The United States Army also escalated and intensified "punitive expeditions" against formations of warriors and against civilian communities as well. This marked the start of the "unofficial" Snake War in 1866. This war lasted until 1868, and is statistically the deadliest of the Indian Wars in the West in terms of casualties. In the end, 1,762 men were counted as the casualties of this war from both sides. In 1868, Fort Hall Indian Reservation was established in Southeastern Idaho, about 220 miles upstream, according to the terms of Fort Bridger Treaty. The Boise Valley Shoshone and Bannock Tribes were not party to this treaty. Nevertheless, in April 1869, the United States Military embarked on a campaign of "Removal, rounding up of natives in the region including in and around Boise, and expelling them with cavalry escort to Fort Hall Indian Reservation. This period is known among the Shoshone and Bannock people as Idaho's Trail of Tears. Some of the natives managed to escape, and they ran to either Duck Valley or Fort McDermitt in Nevada. Incorporation and growth Boise's early growth was significantly driven by its role in supplying the nearby gold towns that sprung up in the 1860s northeast and then southwest of the town. Miners sometimes wintered in Boise and a number of early prominent businessmen were miners who settled in town in the years after the gold rush waned. By 1864 substantial agricultural production was underway on easily irrigated lands near the river and three canal companies had been incorporated. Early transportation improvements were largely a result of toll road franchises awarded by the territorial legislature starting in the 1860s. These first ran from Fort Boise to the mining centers in the Boise Basin and east to Rocky Bar and to Rattlesnake Station where they connected to the Oregon Trail. Territorial census records from a special 1864 enumeration list the population of Boise as 1,658, and an act of December 12, 1864, was the first attempt by the Idaho Territorial Legislature to incorporate the city. This was rejected by voters the following March. Two more unsuccessful attempts were made to organize a city administration by election before the 1866 version of the city charter was approved by voters on January 6, 1868. The growing number of homes and businesses, for which owners wanted proper legal title, may have contributed to the eventual success of incorporation. All of these rejected efforts to incorporate the city came after Boise had been controversially made the state capital in 1864 over strong opposition from northern Idaho interests. This decision reflected the rapid shift of population growth from north to south after the discovery of gold in southern Idaho. By 1868 Boise had over 400 permanent buildings with a wide range of commercial services. 1868 also marked the formal beginning of a long advocacy for railroad connections to other Idaho communities and, just as importantly, to other growing cities in the west such as Portland, Oregon. Competing railroad and western state government interests frustrated these efforts for many years. Designed by Alfred B. Mullett, the U.S. Assay Office at 210 Main Street was built in 1871 and today is a National Historic Landmark. It first began accepting gold and silver for purchase on March 2, 1872, largely eliminating the need to transport ore to the mint in San Francisco. A territorial penitentiary, now known as the Old Idaho State Penitentiary, opened the same month several miles east of town. Mining continued to be important to Boise's economic growth and periodic booms contributed to population growth as well, though production of gold and silver probably peaked in the 1860s. 1882's gold and silver production of $3,500,000 declined to $1,488,315 (including lead) by 1899. Boise began to earn its City of Trees nickname in this period with a popular focus on a range of tree planting projects. Thomas J. Davis planted several thousand fruit trees in 1864 and several other early businessmen either founded nurseries or orchards of their own. In the 1870s tree planting began in earnest in downtown Boise led by prominent hotels as well as businessmen and residents. In 1907 Davis donated 43 acres of his orchard property to the city for use as a park in the name of his wife Julia. Commercial agriculture continued to expand, but was slowed by the lack of reliable rail links to regional and national markets and by a lack of large scale irrigation projects, which themselves were often tied to hoped-for railroad projects for financing. A.D. Foote, a successful mining engineer, drew up plans to irrigate up to 500,000 acres immediately south of Boise in 1882, but progress was halting and smaller farms were the norm until after the turn of the century with most located near to the river bottom where soil was productive and irrigation more easily achieved. Fruit orchards proliferated and sugar beets, still an important agricultural industry in Idaho, began to be widely cultivated in the 1890s. Cattle and sheep farming became increasingly important as the century closed. With the exception of dairy, most livestock products were exported from Idaho, unlike other agricultural products which were still largely scaled to support local markets. The timber industry also increasingly thrived in the Boise market in the 1880s and 1890s. Large quantities of timber were exported from elsewhere in Idaho, but a growing Boise supported the expansion of Alexander Rossi's sawmill, first established in 1865. Prominent early Boisean William Ridenbaugh had inherited control of the canal now bearing his name from his uncle William Morris in 1878 and later partnered with Rossi to expand the sawmill capacity under the name Rossi and Ridenbaugh Lumber Company. Their materials supported bridge building and the rapid expansion of Boise in the 1890s. As with many early infrastructure ventures, electrification succeeded only after at least one false start. July 4, 1887, marked the start of electrical transmission from a plant located on the Bench. William Ridenbaugh provided expertise and manpower for the water supply and several months were spent rigging poles and lines from the Bench to the service area across the river. Additional electrical supplies allowed the building of an electric streetcar line in 1891. This ran without interruption until buses replaced the lines in 1927, tracking—and sometimes driving—the development of Boise and nearby communities. This system expanded over several decades, reaching into the North End, South Boise and across the river on Front St. A loop line, completed in 1912, ran as far as Caldwell and Nampa, providing transport throughout the valley. Three early trolley companies merged in 1912 to form the Idaho Traction Company with a depot at 7th and Bannock Streets downtown. Additional services and urban amenities arrived in the 1890s as Boise grew. Exploratory drilling for hot water was successful in 1890 and by the end of the decade many homes along Warm Springs avenue were being heated by this source. A natatorium was built in 1892 close to the source of the hot water near the Idaho State Penitentiary. Churches serving several denominations, a Jewish synagogue, a major hardware store and department store, a Masonic hall, the Columbia Theater, Saint Alphonsus' Hospital, a number of parochial and secular schools, a City Hall and a new Union Pacific passenger station, constructed when service was finally extended to downtown, were all built during the 1890s. Falk's Department Store sponsored a semi-professional baseball team representing Boise from at least 1892 and the city supported other organized sports as they became popular.

age treatment is a type of wastewater treatment which aims to remove contaminants from sewage to produce an effluent that is suitable for discharge to the surrounding environment or an intended reuse application, thereby preventing water pollution from raw sewage discharges. Sewage contains wastewater from households and businesses and possibly pre-treated industrial wastewater. There are a large number of sewage treatment processes to choose from. These can range from decentralized systems (including on-site treatment systems) to large centralized systems involving a network of pipes and pump stations (called sewerage) which convey the sewage to a treatment plant. For cities that have a combined sewer, the sewers will also carry urban runoff (stormwater) to the sewage treatment plant. Sewage treatment often involves two main stages, called primary and secondary treatment, while advanced treatment also incorporates a tertiary treatment stage with polishing processes and nutrient removal. Secondary treatment can reduce organic matter (measured as biological oxygen demand) from sewage,  using aerobic or anaerobic biological processes. A quaternary treatment step (sometimes referred to as advanced treatment) can also be added for the removal of organic micropollutants, such as pharmaceuticals. This has been implemented in full-scale in Sweden. A large number of sewage treatment technologies have been developed, mostly using biological treatment processes. Design engineers and decision makers need to take into account technical and economical criteria of each alternative when choosing a suitable technology. Often, the main criteria for selection are desired effluent quality, expected construction and operating costs, availability of land, energy requirements and sustainability aspects. In developing countries and in rural areas with low population densities, sewage is often treated by various on-site sanitation systems and not conveyed in sewers. These systems include septic tanks connected to drain fields, on-site sewage systems (OSS), and vermifilter systems. On the other hand, advanced and relatively expensive sewage treatment plants may include tertiary treatment with disinfection and possibly even a fourth treatment stage to remove micropollutants. At the global level, an estimated 52% of sewage is treated. However, sewage treatment rates are highly unequal for different countries around the world. For example, while high-income countries treat approximately 74% of their sewage, developing countries treat an average of just 4.2%. The treatment of sewage is part of the field of sanitation. Sanitation also includes the management of human waste and solid waste as well as stormwater (drainage) management.
Examples for more low-tech, often less expensive sewage treatment systems are shown below. They often use little or no energy. Some of these systems do not provide a high level of treatment, or only treat part of the sewage (for example only the toilet wastewater), or they only provide pre-treatment, like septic tanks. On the other hand, some systems are capable of providing a good performance, satisfactory for several applications. Many of these systems are based on natural treatment processes, requiring large areas, while others are more compact.
Examples for more high-tech, intensive or mechanized, often relatively expensive sewage treatment systems are listed below. Some of them are energy intensive as well. New Urbanists support regional planning for open space; context-appropriate architecture and planning; adequate provision of infrastructure such as sporting facilities, libraries and community centres; and the balanced development of jobs and housing. They believe their strategies can reduce traffic congestion by encouraging the population to ride bikes, walk, or take the train. They also hope to increase the supply of affordable housing and rein in suburban sprawl. The Charter of the New Urbanism also covers issues such as historic preservation, safe streets, green building, and the redevelopment of brownfield land.
Terminology Several terms are viewed either as synonymous, included in, or overlapping with the New Urbanism. The terms Neotraditional Development or Traditional Neighborhood Development are often associated with the New Urbanism. These terms generally refer to complete New Towns or new neighborhoods, often built in traditional architectural styles, as opposed to smaller infill and redevelopment projects. The term Traditional Urbanism has also been used to describe the New Urbanism by those who object to the "new" moniker. The term "Walkable Urbanism" was proposed as an alternative term by developer and professor Christopher Leinberger. Many debate whether Smart Growth and the New Urbanism are the same or whether substantive differences exist between the two; overlap exists in membership and content between the two movements. Placemaking is another term that is often used to signify New Urbanist efforts or those of like-minded groups. The term Transit-Oriented Development is sometimes cited as being coined by prominent New Urbanist Peter Calthorpe and is heavily promoted by New Urbanists. The term sustainable development is sometimes associated with the New Urbanism as there has been an increasing focus on the environmental benefits of New Urbanism associated with the rise of the term sustainability in the 2000s, however, this has caused some confusion as the term is also used by the United Nations and Agenda 21 to include human development issues (e.g., developing country) that exceed the scope of land development intended to be addressed by the New Urbanism or Sustainable Urbanism. The term "livability" or "livable communities" was popular under the Obama administration, though it dates back at least to the mid-1990s when the term was used by the Local Government Commission. Planning magazine discussed the proliferation of "urbanisms" in an article in 2011 titled "A Short Guide to 60 of the Newest Urbanisms". Several New Urbanists have popularized terminology under the umbrella of the New Urbanism including Sustainable Urbanism and Tactical Urbanism (of which Guerrilla Urbanism can be viewed as a subset). The term Tactical Urbanism was coined by Frenchman Michel de Certau in 1968 and revived in 2011 by New Urbanist Mike Lydon and the co-authors of the Tactical Urbanism Guide. In 2011 Andres Duany authored a book that used the term Agrarian Urbanism to describe an agriculturally-focused subset of New Urbanist town design. In 2013 a group of New Urbanists led by CNU co-founder Andres Duany began a research project under the banner of Lean Urbanism which purported to provide a bridge between Tactical Urbanism and the New Urbanism. Other terms have surfaced in reaction to the New Urbanism intended to provide a contrast, alternative to, or a refinement of the New Urbanism. Some of these terms include Everyday Urbanism by Harvard Professor Margaret Crawford, John Chase, and John Kaliski, Ecological Urbanism, and True Urbanism by architect Bernard Zyscovich. Landscape urbanism was popularized by Charles Waldheim who explicitly defined it as in opposition to the New Urbanism in his lectures at Harvard University.

The CNU has met annually since 1993 when they held their first general meeting in Alexandria, Virginia, with approximately one hundred attendees. By 2008 the Congress was drawing two to three thousand attendees to the annual meetings. The CNU began forming local and regional chapters circa 2004 with the founding of the New England and Florida Chapters. By 2011 there were 16 official chapters and interest groups for 7 more. As of 2013, Canada hosts two full CNU Chapters, one in Ontario (CNU Ontario), and one in British Columbia (Cascadia) which also includes a portion of the north-west US states. While the CNU has international participation in Canada, sister organizations have been formed in other areas of the world including the Council for European Urbanism (CEU), the Movement for Israeli Urbanism (MIU) and the Australian Council for the New Urbanism. By 2002 chapters of Students for the New Urbanism began appearing at universities including the Savannah College of Art and Design, University of Georgia, University of Notre Dame, and the University of Miami. In 2003, a group of younger professionals and students met at the 11th Congress in Washington, D.C., and began developing a "Manifesto of the Next Generation of New Urbanists". The Next Generation of New Urbanists held their first major session the following year at the 12th meeting of the CNU in Chicago in 2004. The group has continued meeting annually as of 2014 with a focus on young professionals, students, new member issues, and ensuring the flow of fresh ideas and diverse viewpoints within the New Urbanism and the CNU. Spinoff projects of the Next Generation of the New Urbanists include the Living Urbanism publication first published in 2008 and the first Tactical Urbanism Guide. The CNU has spawned publications and research groups. Publications include the New Urban News and the New Town Paper. Research groups have formed independent nonprofits to research individual topics such as the Form-Based Codes Institute, The National Charrette Institute and the Center for Applied Transect Studies. In the United Kingdom New Urbanist and European urbanism principles are practised and taught by The Prince's Foundation for the Built Environment. They have also been broadly supported in the final report of the Building Better Building Beautiful Commission, Living with Beauty, and by organisations such as Create Streets who, using the concept of "Gentle Density" both campaign for new urbanist principles in public policy and also support landowners and councils on actual schemes. Around the world, other organisations promote New Urbanism as part of their remit, such as INTBAU, A Vision of Europe, Council for European Urbanism, and others. The CNU and other national organizations have also formed partnerships with like-minded groups. Organizations under the banner of Smart Growth also often work with the Congress for the New Urbanism. In addition the CNU has formed partnerships on specific projects such as working with the United States Green Building Council and the Natural Resources Defense Council to develop the LEED for Neighborhood Development standards, and with the Institute of Transportation Engineers to develop a Context Sensitive Solutions (CSS) Design manual. Founded in 1984, the Seaside Institute is a nonprofit promoting the New Urbanist movement, based in Seaside, Florida. The organization's primary goal is to inspire livable communities that are centered around sustainability, connectivity, and adaptability. Since 1993, the Seaside Institute has awarded the Seaside Prize to professionals who have made a significant impact on how communities can be built and rebuilt to reflect New Urbanist principles. Emerging New Urbanist (ENU) empowers, includes, fosters, and advances the goals of the Charter of the New Urbanism. Criticism New Urbanism has drawn both praise and criticism from all parts of the political spectrum. It has been criticized both for being a social engineering scheme and for failing to address social equity and for both restricting private enterprise and for being a deregulatory force in support of private sector developers. Journalist Alex Marshall has decried New Urbanism as essentially a marketing scheme that repackages conventional suburban sprawl behind a façade of nostalgic imagery and empty, aspirational slogans. In a 1996 article in Metropolis magazine, Marshall denounced New Urbanism as "a grand fraud". The attack continued in numerous articles, including an opinion column in The Washington Post in September of the same year, and in Marshall's first book, How Cities Work: Suburbs, Sprawl, and the Roads Not Taken. Critics have asserted that the effectiveness claimed for the New Urbanist solution of mixed income developments lacks statistical evidence. Independent studies have supported the idea of addressing poverty through mixed-income developments, but the argument that New Urbanism produces such diversity has been challenged from findings from one community in Canada. Some parties have criticized the New Urbanism for being too accommodating of motor vehicles and not going far enough to promote cleaner modes of travelling such as walking, cycling, and public transport. The Charter of the New Urbanism states that "communities should be designed for the pedestrian and transit as well as the car". Some critics suggest that communities should exclude the car altogether in favor of car-free developments. Steve Melia proposes the idea of "filtered permeability" (see Permeability (spatial and transport planning)) which increases the connectivity of the pedestrian and cycling network resulting in a time and convenience advantage over drivers while still limiting the connectivity of the vehicular network and thus maintaining the safety benefits of cul de sacs and horseshoe loops in resistance to property crime. In response to critiques of a lack of evidence for the New Urbanism's claimed environmental benefits, a rating system for neighborhood environmental design, LEED-ND, was developed by the U.S. Green Building Council, Natural Resources Defense Council, and the Congress for the New Urbanism (CNU), to quantify the sustainability of New Urbanist neighborhood design. New Urbanist and board member of CNU Doug Farr has taken a step further and coined Sustainable Urbanism, which combines New Urbanism and LEED-ND to create walkable, transit-served urbanism with high performance buildings and infrastructure. Criticizing the lack of evidence for low greenhouse gas emissions results, Susan Subak has pointed out that while New Urbanism emphasizes walkability and building variety, it is the scale of dwellings, especially the absence of large houses that may determine successful, low carbon outcomes at the community level. New Urbanism has been criticized for being a form of centrally planned, large-scale development, "instead of allowing the initiative for construction to be taken by the final users themselves".

pa ( ) is the most populous city in Canyon County, Idaho, United States. The population was 100,200 at the 2020 census. It is Idaho's third-most populous city. Nampa is about 20 miles (32 km) west of Boise along Interstate 84, and 6 miles (9.7 km) west of Meridian. It is the second principal city of the Boise metropolitan area. The name "Nampa" may have come from a Shoshoni word meaning 'moccasin' or 'footprint'. According to toponymist William O. Bright, the name comes from the Shoshoni word /nampai/, meaning "foot".
History Nampa had its beginnings in the early 1880s when the Oregon Short Line Railroad built a line from Granger, Wyoming, to Huntington, Oregon, that passed through Nampa. In Nampa there is a history museum that marks the railroad's significance. More railroad lines sprang up through Nampa, making it an important railroad town. Alexander and Hannah Duffes established one of the town's first homesteads, eventually forming the Nampa Land and Improvement Company with the help of their friend and co-founder, James McGee. Despite the name, many early settlers called the town "New Jerusalem" because of its citizens' strong religious focus. After only a year the town grew from 15 homes to 50. As amenities were added, Nampa continued to grow, and it was incorporated in 1891. Downtown Nampa's street grid is oriented with the railroad tracks, which run northwest–southeast; this was done intentionally by Alexander Duffes to prevent accidents like one that occurred earlier in a town he had platted near Toronto, where a woman and her two children were killed by a train when their buggy wheel got stuck as they crossed the tracks. As the Oregon Short Line railroad originally bypassed Boise, Nampa has the fanciest of many railroad depots built in the area. Nampa gained attention in 1889 due to a purported archaeological discovery known as the Nampa figurine. George Frederick Wright wrote up details that year for the Boston Society of Natural History. The first elementary school was built in the 1890s. Lakeview School was on a hill on 6th Street and 12th Avenue North, with a view of Lake Ethel. Just after the school's centennial celebration, it was condemned as a school and sold to the First Mennonite Church. In 2008 the building was refurbished, and it is now used by the Idaho Arts Charter School. Lake Ethel, an irrigation reservoir, had long been the site of community picnics, and many citizens fished, swam, boated, and even hunted on it and its surrounding property. But the hunting didn't last long, as O. F. Persons, owner of the adjoining homestead, took offense when local hunters started shooting his pet ducks. The city later auctioned off the lake. E. H. Dewey (a former Nampa mayor) was the only bidder. But occasional flooding led to a series of lawsuits from neighbors. Dewey eventually drained Lake Ethel. Not long after, the city council became interested in buying back the Fritz Miller property as well as the Dewey home. Pressure had been building for more than four years. Nampa citizens wanted another park. On August 7, 1924, the city council passed an ordinance to purchase the Miller property and name it Lakeview Park. A bandstand was completed in 1928, and the municipal swimming pool opened on August 13, 1934. It is Nampa's largest park and many community celebrations are held there. Colonel William H. Dewey, a man who made a fortune mining in Silver City, built the Dewey Palace Hotel in 1902 for $250,000. He died in his hotel in 1903, leaving his son $1 million. The hotel survived the great fire of 1909, which burned several blocks of downtown Nampa, but was razed in 1963 after redevelopment plans failed. Relics from the hotel such as the chandelier and the hotel safe can be found at the Canyon County Historical Museum, which is in the old train depot on Front Street and Nampa City Hall. After demolition the location on First Street between 11th and 12th Ave. South was sold to private enterprise, including a bank and tire store, replacing this building with modern structures. A public-use postage stamp sized park was later placed across the street from the old palace property as a collaboration between the Downtown Alliance of Nampa (the local business council) and an Eagle Scout Project for the Boy Scouts of America. The park includes a large mural/wall sculpture of running horses commissioned for the project. A Carnegie library was built downtown in 1908; it burned down after the library moved in 1966. Nampa Public Library was then on the corner of 1st Street and 11th Avenue South in the old bank building. A new library, on 12th Avenue South, opened in 2015. Deer Flat Reservoir, an offstream irrigation storage reservoir, was constructed by the United States Bureau of Reclamation between 1906 and 1911. Known locally as Lake Lowell, it is surrounded by the Deer Flat National Wildlife Refuge, established in 1909 by President Theodore Roosevelt. The refuge is administered by the U.S. Fish and Wildlife Service. Lake Lowell is filled by the concrete New York Canal; the water is diverted from the Boise River a few miles below Lucky Peak Dam. In 1910, the Idaho State School and Hospital was built northwest of Nampa for the state's developmentally challenged population. It opened in 1918. The institution was largely self-sufficient, with a large farm staffed by the residents. The higher-functioning residents also cared for residents who could not care for themselves. The land for the farm was sold and is now golf courses (Centennial and Ridgecrest), and the residents no longer give primary care to other residents. The institution is modernized and remains in operation, though a few of the oldest buildings now house juvenile offenders. Nampa held an annual harvest festival and farmers' market from about 1908, a time of celebration and community fun. From this festival emerged the Snake River Stampede Rodeo in 1937, which continues to this day. It is one of the top 12 rodeos in the pro rodeo circuits. In 1913, a local congregation of the Church of the Nazarene built a small elementary school, which became to Northwest Nazarene College in 1915 and finally Northwest Nazarene University. As of 2025, the university has approximately 1,800 undergraduate and graduate students. Karcher Mall opened in 1965, the first enclosed shopping mall in the Treasure Valley. It was "the place to gather" for several decades until the Boise Towne Square mall was built in Boise in 1988, drawing business away. Karcher Mall was renamed District 208 in 2022. The Idaho Press-Tribune is the local newspaper for the Canyon County area.
Idaho Hispanic Community Center (IH2C) In 2003, the Hispanic Cultural Center of Idaho (HCCI) opened thanks to community support. It has recently transitioned back to the City of Nampa and was renamed the Idaho Hispanic Community Center (IH2C) and is home to the Idaho Hispanic Foundation. It hosts events, classes, and festivals, including Día de los Muertos, Hispanic Heritage Month, and Día Internacional de la Mujer. It serves as a meeting place for associations and groups. Displays of cultural history are available to the public. Nampa Train Depot Museum The Nampa Train Depot Museum is a historical depot with displays and archives of the area's railroad and cultural history. Local Reforms Berkeley in January 2025, started a four year ADU and JDUs amnesty program for unpermitted ADUs and JDUs, that allows permitting inspection and legalization of around 4,000 pre-2020 units without penalty. Also in 2024, it became one of the first cities that supported sales of ADUs under AB 1033 San Francisco in May 2025, the Board of Supervisors allowed ADUs built on or after that date to be sold independently from main residence or as a condo. The City of San Diego from 2021 to 2024 issued approximately 5,720 permits for ADUs under its California Density Bonus Law. 875 of these units were constructed through the program bonus provisions, which allow have additional units when they comply with affordability requirements. 368 units under bonus program were designated and built as income-restricted and they subject to affordability covenants restrictions. The bonus program is design to incentivize the development of smaller housing units within already existing residential neighborhoods. According to local planning documents, most ADUs approved through the program were built on lots previously developed with single-family housing (RS zoning). In June 2025, new proposed regulations capped up to three units per single-family lot (one covered ADU, one detached ADU, and one JDU) mandated one off-street parking space for bonus and affordable ADU and outside TPAs, set new fire-safety requirements for ADU located in High and Very High Hazard Severity Zones, enforced affordability deed restrictions, and allow ADU sales or conversion into condominium under AB 1033, new "Community Enhancement Fee" would be imposed for ADU under 750 sq. ft. Los Angeles, adopted Ordinance No.186,481 in December 2019 to align its local ADU regulations and requirements with updated state law. The ordinance added Section 12.22 A.33 to the Los Angeles Municipal Code, that establishing standards for ADUs, junior ADUs (JADUs), and also movable tiny homes (MTH). The City of Los Angeles also set up new JADU regulations under pending state legislation (AB 1154). Couple jurisdictions in the Los Angeles region have implemented pilot programs to support the development of ADUs designated for income-restricted housing. In 2017, Mayor John Evans proposed that Garden City annex the enclave in order to develop a downtown area. Demographics 2020 census As of the 2020 census, Garden City had a population of 12,316. The median age was 47.0 years. 16.9% of residents were under the age of 18 and 26.4% of residents were 65 years of age or older. For every 100 females there were 92.1 males, and for every 100 females age 18 and over there were 90.5 males age 18 and over. 100.0% of residents lived in urban areas, while 0.0% lived in rural areas. There were 5,585 households in Garden City, of which 21.4% had children under the age of 18 living in them. Of all households, 40.2% were married-couple households, 21.5% were households with a male householder and no spouse or partner present, and 30.1% were households with a female householder and no spouse or partner present. About 33.1% of all households were made up of individuals and 16.8% had someone living alone who was 65 years of age or older. There were 5,927 housing units, of which 5.8% were vacant.
2000 census At the 2000 census there were 10,624 people, 4,331 households, and 2,784 families living in the city. The population density was 2,559.9 per square mile. There were 4,590 housing units at an average density of 1,106.0 per square mile.
